reconfiguring schedules

Does anyone know if there is an impartial "expert" on how to restructure structures? In particular, is there anyone out there who can analyze the budget implications of running a four-block, modified four block, tri-mester, etc? Also, is there anyone out there that can do the same analysis for middle school structure with teaming?

We need to make some significant decisions this year, but want to do them based on what is best for kids and still get the most bang for our buck.

Any direction would be appreciated.
